Teachers struggle for allowance

CHINIOT:09 September: The teachers serving the education department have been denied mobility allowance allegedly due to a glitch in the computer system at the Accounts Office.

The allowance is for nine days of August. There are 2,525 teachers in Chiniot’s education department, who are given monthly mobility allowance. A primary schoolteacher gets Rs1,100, elementary schoolteacher (Rs1,700) and secondary schoolteacher (Rs2,450).

As the allowance for nine days was not part of the teachers’ salaries during summer vacation, they contacted the Accounts Office where the officials informed them that there was no provision in their computer system to add part of the allowance to the salaries. Either the allowance of the full month would be added or it had to be foregone, they said.

They asked the teachers to claim the missing allowance by submitting manual pay bills duly signed by them and verified by the drawing and disbursing officers.

Punjab Teachers’ Union President Safdar Kalroo, senior vice-president Ahmad Yar Bhatti and secretary-general Waris Sipra allege that the accounts officials want illegal gratification to do the needful. They contend that it is not possible for 2,525 teachers to make bills and get them attested from their drawing and disbursing officers sitting miles away from their schools.

The PTU demands that the Accountant General Punjab take notice of the discrepancy and order Chiniot’s accounts officials to pay dues to the teachers without delay.

District Accounts Officer Ishtiaq Ahmad told Dawn he would write to the AG Office Punjab for authorisation to pay the amount.Dawn.
